FFL Transfer Policy

This policy outlines the terms and conditions for all firearms transferred to Pearl River Guns on a customer's behalf. By initiating a transfer, the customer agrees to the following terms.

I. Firearm Pickup & Storage

• Buyer Must Pick Up: The person who paid for and ordered the firearm MUST be the person who comes in to fill out the ATF Form 4473 and pass the background check.
• Pickup Deadline: The customer has 30 days to pick up the firearm(s) once notified by our staff that the transferred item has been received at our store. Any arrangements for an extended pickup period must be made with and agreed upon by Pearl River Guns staff prior to the transfer's acceptance.
• Storage Fees: If a firearm is not picked up within the initial 30 days and no prior arrangements have been made, a $10.00 per day storage fee will be assessed, beginning on the 31st day.
• Abandoned Firearm Policy: The daily storage fee will accrue until the firearm is picked up or the accumulated fees exceed the value of the firearm or the cost of labor/parts (if applicable). Once the storage fees exceed this value, the firearm will be considered abandoned and will be absorbed into Pearl River Guns inventory. The firearm will then be sold to satisfy the accumulated fees.

III. NICS Background Check Requirements

A NICS background check is required for ALL firearm transfers.

• ID: A Valid Louisiana Photo ID must be presented to proceed with the ATF 4473 NICS Background check.
• Buyer Must Pick Up: The person who paid for and ordered the firearm MUST be the person who comes in to fill out the ATF Form 4473 and pass the background check.
• "HOLD" or "DELAY" Status: If the FBI NICS background check returns a "HOLD" or "DELAY" status, the customer will be provided with a transfer date. This is the earliest date the firearm can be legally picked up.
• "DENIED" Status and Fees:
  If a "DENIED" notice is received, the customer is responsible for a $100.00 DENIAL FEE. This fee covers the administrative and processing costs for the denied transfer.
  • The customer is responsible for all Shipping Costs to return the firearm to the original seller. The customer must arrange and pay for the return shipping, providing Pearl River Guns with a pre-paid shipping label and any required return information as required.
• Appeal and Forfeiture:
  • The customer has 60 days from the date of denial to file an appeal and receive an approval.
  • If an approval is not received within the 60-day period OR if all accumulated fees (Denial Fee, storage, etc.) have not been met, Pearl River Guns will NOT ship the firearm back to the seller. The firearm(s) will be absorbed into store inventory for resale to satisfy all fees accrued during the denial process.
• Alternative Option (Dealer Buyback): An arrangement can be made for Pearl River Guns to purchase the denied firearm from the customer at a fair market price. The initial $100.00 Denial Fee will be deducted from the agreed-upon purchase price.

V. FFL Dealers

• Requirement: Please include the Customer's full name and phone number inside the shipment box or on the outside label. Please include the purchased firearm model and serial number inside the shipping box.
